Bylaw Review: Information Sessions

Since 2011, the AIBC has been engaged in a comprehensive bylaw review process to address both substantive bylaw subject matter areas and more routine amendments. The Bylaw Review Committee (BRC), supported by AIBC Council, are advancing two bylaw initiatives this fall.

Bylaw Amendments: Administrative

The first is a set of three administrative or “housekeeping” amendments:

  • to modernize the former title of Executive Director to “CEO”;
  • to establish a sensible quorum for AIBC annual meetings;
  • to enact a bylaw to give the Code of Ethics stronger status.

Bylaw Amendments: Investigations & Remedial Discipline

The second initiative is a recommendation for a suite of substantive “investigations/discipline” bylaw amendments to more firmly establish the institute’s investigations and disciplinary processes in bylaw. This initiative includes a new ‘remedial discipline’ process intended to give the institute greater flexibility to meaningfully address professional conduct complaints than is currently available.

Consultation

Given the relatively modest changes proposed for the administrative amendments, the AIBC will undertake a shorter consultation period for that initiative with a goal of returning to council with a submission in November 2015 so that an electronic vote may be possible within this calendar year.

In comparison, the timeline for consultation for the “investigations/discipline” bylaw amendments will be much longer. Consultation will extend through the balance of 2015, with the submission seeking council’s direction to proceed to a member vote not expected until February 2016. Increased council participation in the consultation process is planned given the subject matter and importance of this bylaw modernization initiative.

Council policy requires member consultation when any bylaw amendments are supported by council. AIBC council invites your participation at the following information and consultation sessions, which will address the proposed bylaw amendments. The sessions will open with a presentation, followed by a question and answer period.

We have become so accustomed to understanding our cities as they are presented to us by the transport engineering professions that as architects we no longer see our profession as the mainspring of urban planning. This presentation will challenge such assumptions and will help architects imagine a hypothetical city of millions of people, with virtually no machines of transport at all, where average commute times are reduced by one third; in other words, a city with no transport engineering, but better transport, wholly within architects’ skills sets to design. Moving from hypotheticals to specifics, the presentation will show how space for such an alternative development paradigm exists in the hidden space of most cities; that is, in space left over after planning (SLOAP) and space left vacant as cities enter their postindustrial phase.

About the Presenter
Dr. Steven Fleming is the world’s leading thinker at the nexus of architecture and urban cycling. Having announced the importance of each field to the other with his internationally acclaimed book Cycle Space he has gone on to give keynotes and plenaries at such prestigious forums as the Centre for Architecture in New York, the Netherlands Architecture Institute and the European Cycling Federation’s annual event, VeloCity. He consults to governments, developers and fellow designers ready to treat cycling as a mainstream mode of transportation. He is a highly accomplished researcher and educator with appointments at Harvard (ongoing) and Columbia Universities in the U.S. and the Universities of Newcastle, Tasmania and Canberra in Australia. In the nineties he served as a government architect in Singapore where he designed and project managed 4 developments including a total of 1810 dwelling units. While in Singapore he also designed a 2.4 Hectare park, an early example of his life mission to design active environments.

2015 AIBC Annual Conference: Post Disaster Safety Assessment Program Training Featured Speakers

The 2015 AIBC Annual Conference will feature the specialized workshop, Post Disaster Safety Assessment Program (SAP) Training. This workshop, based on California’s Safety Assessment Program (SAP), will provide guidelines and procedures for making post-disaster building evaluations.

The purpose of these evaluations is to determine whether damaged or potentially damaged buildings are safe for use or if entry should be restricted or prohibited. The instructors will provide attendees with an understanding of their potential role on a damage assessment team and provide guidance on evaluating structural, geotechnical, life safety and nonstructural hazards.

Upon completion of this full day training, Architects, Intern architects, Technologists and architectural students will be eligible to register on the AIBC’s Post Disaster Volunteer Database upon its creation.

Daniel is the Director of Emergency Management for the City of Vancouver and has contributed to emergency management at the City since 2006. He has worked on a wide range of initiatives, including the development of emergency plans, hazard risk assessments, emergency operations centre redesign & emergency management information system implementation. Daniel has held senior positions in the Vancouver Emergency Operations Centre during large planned events and emergencies, such as the 2010 Winter Olympics, the 2011 Stanley Cup riot and various chemical fires.

Mike joined the tri-municipal North Shore Emergency Management Office (NSEMO) as an Emergency Planning Officer in 2012 after serving over 7 years with Emergency Management BC as a Regional Manager in the Southwest Region. In the course of his tenure with EMBC, he served as the Director of Provincial Regional Emergency Operations Centres (PREOCs) in all six regions of BC. His emergency management experience ranges from floods & fires to hazardous materials incidents & environmental spills and from search & rescue to public safety planning for the 2010 Olympics.

Preparing for Emergency Events – Post-Disaster Safety Assessment Program

With the recent earthquake in Chile, we are reminded of the need in B.C. to be prepared for an emergency event. In 2014, B.C.’s Auditor General published a report that the province is underprepared for a major earthquake. View or download the report: BC Auditor General’s Report from March 2014.

Following the release of this report, a series of public consultations took place. The AIBC’s Post-Disaster Safety Assessment Committee submitted feedback during this process and the results were published in December 2014. Architects can participate as post-disaster volunteers to assist municipalities and regional districts in quickly assessing buildings for damage. This is critical, as getting people out of shelters and back into their homes as well as getting businesses up and running is key to recovery.

The AIBC is currently working to establish a training and certification program in B.C., in line with the California Safety Assessment Program (SAP) established in the United States.

At the 2015 AIBC Annual Conference Post Disaster SAP Training Workshop (session W1), we will be offering our next opportunity to train individuals interested in being volunteers in this program. Architects, intern architects, architectural technologists and other interested individuals are invited to attend the workshop on Wednesday October 28, 8.30a.m.-5p.m.
